About Synergy Consulting Partners

We are Janet L. LaBreck, and Jimmy Wilson, we formed Synergy Consulting Partners in 2017 specifically to help state vocational rehabilitation agencies perform better. Together we have more than 50 years of professional service in federal government, state government, and private corporations. Over those years, we have learned a variety of diverse skills including transformational leadership, operational problem-solving, and financial stability. Not only do we understand the challenges that agencies face every day, but we have also been there ourselves. We know what it’s like to manage a large organization with lots of moving parts, implement new regulations, being innovative with limited resources, and always being responsive to internal and external stakeholders. We also believe strongly in the value of vocational rehabilitation, and the work that state agencies do every day.

Mary Otiato Operations Consultant

Mary Otiato Operations Consultant-is a seasoned leader with extensive experience in vocational rehabilitation policy, compliance, and strategic initiatives. She has served as Chief of Staff, Director of Policy, and Director of Strategic Initiatives at the Massachusetts commission for the blind, where she led key initiatives, including the implementation of a new consumer services application system. Additionally, she oversaw the integrated eligibility system at the Massachusetts Rehabilitation Commission, spearheading the implementation of an expedited eligibility process. Mary holds an MBA in Social Policy Management from the Heller School for Social Policy at Brandeis University, equipping her with the expertise to drive impactful, data-driven solutions in the public sector.

Brian Jaeger Operations Consultant

Brian Jaeger Operations Consultant- a dedicated advocate for individuals with disabilities, specializing in vocational rehabilitation, self-employment support, and policy development. As a contributor to the national Communities of Practice, he has played a key role in improving state agency training and policies that empower people with disabilities to pursue self-employment. With experience as a business consultant and Vocational Rehabilitation Counselor III, Brian has collaborated with over 400 clients, helping them achieve their entrepreneurial goals as a Certified Rehabilitation Counselor and a Licensed Mental Health Counselor Associate, bringing both expertise and a compassionate approach to his work in advancing economic opportunities for individuals with disabilities.
